Following graduation, David worked for the State of Oregon and obtained his International Relations MA from Sussex University. He spent 38 years in the British Foreign and Commonwealth Office, consistently rising in appointments placing him on the world stage.
David’s early focus was on aid, in London then Nairobi as Tanzania and Somalia programs manager. After working in the Economic Relations Department he spent three years in Britain’s Moscow Embassy on aid to Russia. He headed the France and Switzerland Section before becoming coordinating official for the EU Charter of Rights negotiations. In Paris he was deputy ambassador to the OECD.
David put his Willamette Soviet Studies degree into practice as Ambassador to Uzbekistan, Kazakhstan, Kyrgyzstan and (as Chargé) Georgia and Armenia. He was Ambassador to Switzerland and Liechtenstein (2014-17). His last role was Regional Climate Ambassador (Europe and Central Asia). Currently, David is the Caspian Policy Center’s Senior UK Adviser.
